The Legislative Priorities of the Glendora Chamber of Commerce

The Legislative Priorities of the Glendora Chamber of Commerce (“Chamber”) set forth the Chamber’s basic policies on broad legislative issues affecting and having a discernable impact upon commercial interests within Glendora, including businesses, government action, real estate matters, transportation, school sites and school district polices and actions, and economic development. Within these parameters, the Chamber’s Legislative Priorities are intended to address Federal, State and local legislation and regulation as it pertains to these interests, but not local or regional issues which are outside the purview of Chamber and/or which are more appropriately addressed individually and/or more immediately by our other committees.
Chamber will conduct itself with transparency and in accordance with all laws and regulations. Chamber meetings, presentation and voting shall follow Roberts Rules of Order as updated from time to time. All Members of Chamber are automatic members of its Legislative Committee. Each Member is given one vote. Ex officio members do not have a vote.

Economic Development
- Business-Friendly Policies & Climate – Support initiatives that strengthen businesses, attract private investment, and enhance California’s reputation as a place where companies and employees can succeed.
- Economic Growth & Job Creation – Champion legislation and projects that drive local job opportunities, expand the regional economy, and keep Glendora competitive.
- Efficient & Streamlined Processes – Advocate for improvements in state and local regulatory and permitting reviews so businesses can grow and new construction projects can move forward more quickly.
- Practical Business Support & Fair Regulation – Promote funding, resources, and flexibility in implementing regulations to help businesses navigate compliance with taxes, workplace safety, compensation, and other requirements without hindering productivity.
- Smart & Balanced Governance – Encourage cost/benefit analyses for new rules, taxes, or fees, reduce frivolous litigation by expanding mediation and arbitration, and ensure fair dispute resolution to protect business stability.
Education
Chamber will from time examine, address, opine upon and/or support educational initiatives that have the goal of improved student achievement, inasmuch as the intended result would be to have a highly qualified workforce that will strengthen the economy. In this regard, Chamber seeks to:
- Support efforts to adequately fund education.
- Support efforts to increase resources dedicated to special education.
- Support policies that provide balanced educational programs including academic subjects, fine arts, physical education and foreign languages.
- Support efforts that promote cross-cultural education and produce citizens capable of working in a global economy.
- Oppose unfunded mandates.
- Oppose anything that takes away local control from School Districts
Energy
In the area of Energy policy, Chamber seeks to examine, address, opine upon and/or support efforts to develop and sustain safe, reliable and efficient cost effective sources of energy in order to maintain a viable business environment and robust economy in the San Gabriel Valley. In this regard, Chamber seeks to:
- Encourage business education programs to promote energy conservation and energy efficient based programs that will benefit local businesses.
- Affordable & Reliable Energy – Advocate for policies that ensure businesses have access to stable, affordable energy sources to remain competitive and protect against unpredictable cost spikes.
- Infrastructure & Innovation – Support investment in modernizing the state’s energy grid, expanding renewable energy, and promoting emerging technologies that improve efficiency and resilience.
- Balanced Regulation – Encourage energy policies and regulations that protect the environment while minimizing unnecessary costs and compliance burdens on businesses.
- Sustainability & Incentives – Promote programs and incentives that help businesses adopt energy-efficient practices, reduce carbon footprints.
Government
As to government function, Chamber seeks to examine, address, opine upon and/or support the operations of government to enhance the economic base of private enterprise and Glendora businesses. In this regard, Chamber seeks to:
- Oppose unfunded government and safety mandates.
- Support policies that promote efficiency in government.
- Support permit streamlining and other methods of cutting business red tape.
- Support government entrepreneurial efforts.
- Support efforts to reduce business taxes.
- When appropriate, oppose California business legislation that provides for more stringent standards or regulations than those of the federal government.
Health Care
In the area of health care, Chamber seeks to examine, address, opine upon and/or support policies and programs that preserve human dignity and allow equal access to basic services for all citizens. In this regard, Chamber seeks to:
- Support voluntary employer funded health coverage.
- Support development of comprehensive health care facilities in the Los Angeles County area with local health care input.
- Support measures that promote public health.
- Oppose Legislation that increases business costs without direct benefit
- Oppose Legislation that restricts business revenue
Infrastructure and Environment
Chamber will examine, address, opine upon and/or support the maintenance and required improvement of infrastructure to support the needs of the existing population and growth, which should serve to stimulate the economy. In this regard Chamber seeks to:
- Encourage market-based incentive for recycling, which in turn preserves our natural resources.
- Encourage South Coast Air Quality Management District, California Environmental Quality Act (CEQA) and other similar regulatory agencies to streamline permitting that will aid in the conservation of essential resources and that does not increase cost.
- Support aggressive measures to combat graffiti and other indications of blight.
Labor/Workforce Development
Chamber seek to examine, address, opine upon and/or foster legislation that will allow business and industry flexibility to safely and efficiently manage employees and develop programs that enhance productivity. Chamber will:
- Support continued reform of workers’ compensation laws to reduce the cost of the system and to increase benefits to legitimate employee claims.
- Support efforts to maintain employers’ authority in labor issues.
- Support the educational process that will provide a qualified and able workforce.
- Support Employer/Employee freedom to negotiate or agree on terms
Regulations/Legislation
Chamber seeks to examine, address, opine upon and/or support efforts to encourage new businesses and retain existing businesses by reforming the burdensome regulatory process. Chamber will:
- Oppose mandates to further regulate, tax, or impose undue burdens of reporting and complying on small businesses.
- Oppose legislation to impose standards upon businesses based on untried and experimental solutions.
- Assist development of market-based incentives in lieu of government-mandated policies.
- Support reasonable standards for business signage and promotion regulations.
Transportation
Chamber seeks to examine, address, opine upon and/or support transportation and transit improvements that reduce congestion and, enhance the mobility of goods, if such projects ensure for home rule for local governments and are sensitive to local community concerns.
- Oppose increases in costs of commercial transportation including taxes and restrictions
